Child Support Question - How can they take more than 60% of my income?

My boyfriend is currently paying $203 a month for child support. He just got a notice that he has to get insurance as well- which for him & the child is $550 a month. His gross income is $1060, after the $203 is taken out. That makes a total of $753 a month, leaving $307 a month. I thought they legally can't take more than 60% of your disposable income? Can anyone give me some advice on how we deal with this? His employer is saying it's legal and if he refuses, they will do it without his consent. Thanks in advance.
